Bicycling is a fundamental choice and valid mode of transportation. Bicyclists make up a large portion of the voting population as well as contribute to multiple public benefits like the environment, health, economic vitality, recreation and the visitor industry. Advancing policies and programs that make bicycling safer, more accessible and widely accepted is critical to meeting the many challenges that our State and Nation face today.
Legislative Committee:
Hawaii Pedal Power has created a legislative committee that meets regularly to debate issues that face bicyclists every day, determine policy initiatives that improve our rights, and serve as coalition partners to other legislative efforts that coincide with our core beliefs. Members of the legislative committee contribute to the operating budget of Hawaii Pedal Power and set all policy platforms and the annual legislative agenda. Legislative Victories:
Complete Streets
Hawaii Pedal Power was founded in 2009. Our members were all a part of larger movement and coalition to bring complete streets to Hawaii. Our legislative activity and daily presence in the State Capitol was a critical component to securing signature to the Complete Streets Legislation. Now known as ACT 54, Complete Street is one of the most significant victories for bicyclists in Hawaii. We are now one of only two states in the country that has adopted a statewide complete streets law.

Complete Streets National Coalition
In 2005 Congress passed the SAFETEALU transportation authorization. This landmark transportation authorization included money for infrastructure and non-infrstructure projects that made routes to school, public education and encouragement and community involvement a reality. Hawaii’s share of the authorization was $5 million (approximately $1 M a year). Hawaii Pedal Power was instrumental in working with stakeholders, The Deparment of Transportation, the Department of Health and schools to make this program a reality. We also worked to advance legislation in 2009 that clarified the need for these monies to be used appropriately and broadened our own state legislature’s knowledge of the issues surrounding school transportation safety, childhood obesity and physical inactivity and community health.
